Dairy Registration Application

According to GACC Notice No.248, All overseas dairy producers, exporters, agents and domestic consignees are required to file their company information online with the China customs, China’s General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China.
This requirement comes into force with effect from January 01, 2022 and annually renewal in GACC.

GACC Notice No.248

The Notice implies that any dairy manufacturer / exporter / agent shall submit a filing application to GACC.
Dairy manufacturer and exporters shall fill and submit the application form of Milk Food Exporter through the registration filing management system. Information, such as the exporter and agent’s name, country, area, address, contact name, telephone, milk food category, etc. needs to be submitted. After submitting the application, the exporter will obtain a registration number by the GACC. So can based on the registration number to declare dairy products at China Customs.


Registration Dairy Categories

Raw milk, Whey powder and whey protein powder, Pasteurized milk, Cream butter and anhydrous milk fat, Sterilized milk, Cheese, Modified milk ,Infant formula, Fermented milk, Process(ed) cheese, Milk powder, Cereal-based complementary foods for infants and young children, Fermented milk, Canned complementary foods for infants and young children, Evaporated milk, Sweetened condensed milk and formulated condensed milk, Older infants and young children formula, Ice cream, Foods containing more than 30% dairy products..


Test Report

All milk food product manufacturer / exporters and importers are required to provide a test report before goods will be cleared at ports of entry The test reports required will depend on whether it is a first time or a repeated import, Subsequent imported batches of the same product through the same China customs region will be regarded as repeated imports.



A Test List of Dairy Standards

For first imports, a list of dairy standards published by the MOH in 2020 sets out in national standards, which items need to be tested and which test methods laboratory should use.
The following products (with national standard number in brackets) will need to be tested:

Correct Application Process and Documents

GACC will keep a file of applications of exporters who have submitted complete filing information.

  • Dairy Test Report or certificate
  • The company’s commercial certificate
  • Certificate of Origin
  • Application Form
  • Export country official license

A list of filed manufacturer / exporters with their names and countries / regions shall be generated by the GACC registration management system and made public on GACC database.

Note: GACC strongly recommends that applicant register directly and do not leave this application process to their importer or distributor. Importers require your registration number to complete China customs clearance. Should you change your distributor, or have multiple distributors, they may be reluctant to share your registration number and authorization password if circumstances change. The authorization password will be the only credential when you enter the GACC system to go through customs clearance procedures in China.
